Reviewed 12 October 2026. CE marking depends on the exact product, its intended use and the legislation that applies. A passive grille should not be treated as a fire damper or an electrical device. Equally, the absence of a harmonised product standard does not, by itself, prove that every possible CE route is unavailable.
Start with the product and intended use
Before requesting a certificate, identify what is being supplied: a passive air terminal, a terminal with electrical controls, a damper, or an assembly that includes several components. Record the model, material, finish and proposed installation. The applicable requirements must be checked against that specification, rather than inferred from the word “diffuser”.
Check the applicable CE route
For construction products, check the European Commission’s published harmonised standards and the scope of the relevant specification. Do not assume that an unrelated HVAC standard covers the product being ordered.
The Commission also describes a voluntary European Technical Assessment (ETA) route for products not covered by harmonised standards, subject to its conditions. An ETA is based on a European Assessment Document and concerns a specific product and intended use. This is why “no harmonised standard, therefore CE is always prohibited” is too broad.
The Construction Products Regulation is also in transition. The main part of Regulation (EU) 2024/3110 became applicable on 8 January 2026, while product families migrate from the earlier framework individually. Check the Commission’s transition guidance when reviewing the applicable documentation.
What to request from a supplier
- A product-specific basis: the applicable legislation and harmonised specification or ETA, where relevant.
- Matching documents: declarations and assessment documents that identify the actual manufacturer, product and intended use.
- The required performance evidence: for example, a reaction-to-fire classification where the project requires one, including the material and finish covered.
- Scope and traceability: the report number, issuing body, tested specimen and conditions of use. Ask the project team to confirm whether the evidence meets the specification.
Discuss your specification with Hongyang
Send Mike the drawing, material, finish, quantity and documentation requirements before ordering. We will confirm what information is available for the proposed product. A material supplier’s report should be identified as such; it should not be presented as certification of every finished Hongyang assembly.
If additional assessment or testing is required, scope, feasibility, cost and timing need to be confirmed before an order is agreed. No generic catalogue claim replaces that check.
